Introduction

EHS Associates, Inc. (EHS) is a privately owned
company and is associated by agreement with a
number of highly qualified firms. EHS specializes
in environmental, occupational health, and safety
consultation.

EHS’s professional group includes environmental
consultants, university professors, communications
specialists, environmental engineers, hazardous
materials spill response companies, training
specialists, and professional associations.

EHS’s founder and President has earned a
Ph.D. in Environmental Engineering, a Master
of Science in Industrial Hygiene, and a Bachelor
of Science in Chemistry. Each of our consultants has
educational as well as professional experience in these fields, each holding a BS degree in Safety at a minimum.

Background

In 1987, EHS Associates began working as a consultant to a nationally recognized hazardous and solid waste
management company. The majority of the work was to establish and implement consulting services for
automobile service industries in the western United States. These consulting services included: development of
Hazard Communication operations and training programs; training of company staff in physical safety and OSHA
regulations; development of Industrial Hygiene compliance services; program and package chemical safety
databases for customer use; and field test all developed products.

In 1989, EHS successfully bid to serve as the environmental and employee health & safety consultant for one of
the nation’s largest hazardous waste treatment-storage-disposal facilities (TSDF). Development of compliance
programs for the facility’s Part B permit was a primary objective for this contract: performing job safety analyses
(JSA); establishing hazardous waste handling procedures; streamlining laboratory functions; conducting hazardous
materials and hazardous waste employee training programs; and establishing Industrial Hygiene monitoring
schedules.

In 1991, we began devoting a majority of our efforts to assist small business facilities with OSHA (either federal or
state operated) and EPA (either federal or state operated) compliance. Major emphasis was placed on automobile
dealerships. The diverse operations and the multitude of chemicals used in these facilities provided us with a
unique opportunity to utilize all of the previous experience that was gathered.

OSHA Compliance

All facets of OSHA are investigated at your facility. A detailed report that outlines the facility’s weaknesses and
potential violations is supplied. Physical safety, employee training, safety committees, record keeping, and process
safety are investigated. EHS develops a thorough administrative program and assists you along your way toward
compliance.

EPA Compliance

All EPA compliance components are investigated. Your compliance standing will be determined depending on your
facility’s hazardous waste generator classification. Items such as waste handling and storage, manifesting, employee
training, record keeping, labeling, emergency response procedures, etc. are reviewed. EHS Associates develops a
complete administrative program for your facility based on your generator category.

Asbestos Inspection Services

The revised OSHA Asbestos Regulation requires facilities that were built prior to 1981 to determine the presence
of asbestos containing building materials. EHS Associates has a AHERA certified inspector on staff to assist you
in determining your facility’s compliance.

Phase 1 Environmental Assessments

Every commercial real estate transaction now requires a complete site history assessment that includes potential
environmental contamination probabilities. A complete assessment will be prepared for your facility and the
surrounding property in accordance with your lending institution’s requirements.

Toxics Use and Hazardous Waste Reduction Planning

Dr. Mitchell Wang, EHS Associates, authored the manual “Toxics Use and Hazardous Waste Reduction” for the
Oregon Department of Environmental Quality. Thus, EHS’s approach to waste reduction has complete
endorsement of the Oregon DEQ. First year targets for a typical dealership are a 50% reduction in hazardous waste
generated and a 25% reduction in the amount of toxic materials used at your facility.

Safety / Loss Control Monitoring

Periodic safety inspections are available. They assist you and your Safety Committee to monitor facility progress
in reducing employee injuries, employee complaints, and potential violations.

Emergency Response Planning

Depending on your facility’s generator status, size, number of employees, etc., you are required have some type of
emergency response plan. Your plan will be developed and implemented by EHS Associates. We will also facilitate
the annual drills required to maintain compliance.

Washwater Permitting

Any water that leaves your facility by way of a storm drain system may require you to have a NPDES washwater
permit in place. If you wash your inventory with soap, use detail chemicals, or steam clean, you may be required
to have this permit. E.H.S. will ensure your permitting requirements are met.

Industrial Hygiene Monitoring

There are many atmospheric contaminants in the workplace today. Dealerships should be aware of several that
pose serious threats to employee health. Our Industrial Hygienists will monitor your facility for potential air
contaminants and report laboratory results. The results will show you how the facility compares to OSHA
regulations.

Respiratory Protection Program Development

Requiring employees to wear respiratory protection involves much more than telling them to put the device on.
Once this requirement is made, medical evaluations, training sessions, fit testing, etc. are required to be documented.
We will ensure that: 1) you are not requiring employees to wear unnecessary equipment, and 2) those that are
required will meet all regulatory and safety mandates.

Throughout the year you are required to complete various forms, permits, and questionnaires (State Fire Marshal,

Personal Protective Equipment - Planning and Assessments

OSHA requires you to certify in writing that your facility has been assessed for the need of personal protective
equipment (PPE). Your plan must address what equipment is to be used, the training to be performed, cleaning and
repair of the equipment, and how the equipment is to be maintained or replaced. We will assess your facility,
complete the job safety analyses, and conduct the employee training to help you meet this regulation.

Job Safety Analyses

What “tasks” do your employees perform that put them at increased risk? An integral portion of the PPE
requirements is to perform an accurate job safety analysis (JSA).

Spill Response Planning

You are required to have the means and the training to safely control a accidental spill or release of hazardous
materials or hazardous waste. EHS will ensure that all requirements of this mandate are met be your facility staff.

Hazard Analysis

Evaluation of the many potential hazards associated with your facility is performed. Chemical, physical,
mechanical, even biological hazards can be found.

Risk Assessments

What are the risks associated with your facility and its operations? Just because hazards are present does not mean
the risks are high. Chemical and physical hazards are evaluated for risk potential and probability.

Hazardous Waste Determinations

Almost every waste product that leaves your facility, or is recycled on site, must be evaluated to make an accurate
hazardous waste determination. Items such as: used oil, oil filters, booth filters, used coolant, recycler filters, all
waste water from the shop, carb cleaner, waste lacquer thinner, empty aerosol cans, etc. must be examined. EHS
will ensure all necessary laboratory testing, or knowledge of process mechanisms are used to help you comply with
this EPA regulation.

Product Selection Modeling

One of the best ways to keep your employees safe from chemical illness is to have a workable matrix system
available to evaluate replacement products. You will have the ability to accurately assess each and every chemical
product “before” it appears on the facility.

Employee Commute Option Planning

All facets of the Oregon DEQ’s “Employee Commute Option” program are administered. Annual employee
surveys, commute plans, update reports, incentive programs, and all required administration are taken care of for
the facility.

Forklift Certification Training

OSHA's revised forklift certification program applies to all forklift operators. EHS Associates certified trainers
perform seminars at your facility in order to completely “certify” your operators. A combination of
lecture/discussion/video training is combined with a practical performance evaluation, which tests your operator's
skills and safe operating practices. A full one year certification is provided to your employees.

Respiratory Protection Training & Fit Testing

OSHA's revised respiratory protection program applies to all employees that are required to wear respirators. EHS
Associates certified trainers perform seminars at your facility to completely train and qualitatively fit test your
operators. A combination of lecture/discussion is combined with a practical performance evaluation that tests your
operator's skills and safe operating practices. The qualitative fit test ensures that the operator’s selected equipment
maintains an adequate seal and thus the personal protection it is designed to offer. A full one-year certification is
provided to your employees.
